I work as a manager at a fast food restaurant. This year they have not given our annual review. Is this legal?

Not every job conducts annual reviews because they are not mandatory even if they've been used consistently in the past. Raises are not mandatory either unless the min. wage gets increased and you're below the new rate.

I do not believe that employment reviews are mandatory by law. But you should ask why they are on hold.
Nothing illegal about not giving a performance review, or not giving a raise - those aren't required by any law. This year it's very common not to get a raise - most people are just glad to have a job.
