Depending on the city, I'll use a few sources:
-For a large city like NYC, I'll read the NY Times (or local newspaper that has a good food critic).
-Failing that, websites like egullet and chowhound are typically fairly reliable.
Offline...I have a couple chef friends who are usually good for reviews of major cities.
