i think if you're writing a review, you don't need "permission." but if you're writing about the establishment, say a feature on their menu or the star chef, that's when you ask for permission so you'll get access to their lit, photos, kitchen, and do the necessary interviews to do your article.
You should always inform the restaurant that you are writing a review (you can do this after you write it but ALWAYS before it is published). In not doing so, it will look unprofessional and you may NEVER be welcome in that establishment again! I thought that was the point, so you can review without them knowing so you get an accurate view of the establishment.
