Our local paper reviews restaurants on cost, food quality and noise level. Some are so loud that normal conversation is impossible. You have to shout at your dining partner to be heard.

I think it depends on the type of establishment. A lot of places have live music that they are known for, and the public is aware that yes, the place will be loud that night. If they aer just blasting music for no good reason during a lunch rush, then they should be told to keep it down. It's not restaurants that are loud - it is the customers who are loud. A business should not be forced to shut down due to noise level. Reviews include noise levels so that you are aware of the situation before you decide to go.
